Result
In six months, restructured negotiations reversed an initial denial into an option to invest $21.9 million to redevelop a 35-year ground lease while preserving development project economics.

Challenge
Redevelop the Chula Vista Bayfront by soliciting and selecting a world-class developer, followed by a disposition and development agreement for a $1.3 billion public-private project.
Approach
  • Identified a quality developer and negotiated incremental commitments
  • Established long-term funding mechanisms including Mello-Roos
  • Built inter-agency partnerships leveraging each agency's strengths
Result
Secured a long-term ground lease for the hotel and convention center investment, negotiating agreements for a long-term investment and governance partnership between the Port and Chula Vista through revenue sharing and joint powers agreements.
